چکیده:
the paper proceeds from the classical scenario of energy security which favours the middle east as the dominant region for energy supply in the present and even more in the foreseeable future. Several developments are described regarding unconventional gas development in north american and elsewhere together with significant technology breakthroughs which question the classical scenario. the consequences for iran in particular are far -reaching. the main part of the paper concentrates on the internal market programmes of the european union for energy efficiency and energy management and how these programmes are systematically connected with technology and industry development programmes. this concerns mainly FP7=THE7th framework programme for research and development , the CIP=Competitiveness and innovation programme, the SET-plan =strategic energy technology plan and european technology platforms. in this context the technology principle is introduced i.e. that it is technology which drives energy innovation and industrial development . this principle is demonstrated in several brief case studies regarding efficiency technologies CCS for electricity production and enhanced oil recovery , competitiveness and innovation programmes and renewable energies.
